Creativity in Michigan
Policies and Procedures
Revised October 2012
Each problem has its own specific set of rules teams must follow. The general program rules that apply to all Odyssey of the Mind Teams are found in the annual Program Guide found at www.odysseyofthemind.com. Finally, states such as Michigan may have rules that all teams in their state must follow. In Michigan, teams must observe the following rules:
1. Registrations/State Memberships
a. Tournament Late Fees :
i. Incomplete registrations for teams that are not electronically submitted by the due date will be assessed a $50.00 late fee and will not receive their scores and may not advance, until the fee is paid. A complete registration includes electronically submitted team, judge, and volunteer registrations and payment of the team registration fee. If all forms are completed, but the fees have not been received by the due date, the Tournament Director contacts the coach and gives them one week or less to provide the fee before the late fee is assessed.
ii. No judge submitted or judge that was submitted can’t attend: If the team’s judge cannot attend tournament day, the team may be assessed a $100 fee and any team not providing a judge may not be allowed to advance
iii. Provisions of 2a apply to both Regional Tournaments and State Finals and any other correspondence requiring a due date.
iv. All penalties and late fees listed will be levied at the discretion of the Tournament Director.
b. State Membership Fee is $50.00.
c. Unpaid State Membership Fee:
i. Teams may not compete at the Regional Tournament if State Membership fee is not paid. Final determination of payment comes from the Treasurer.
ii. If necessary, arrangements can be made for memberships to pay at the tournament.
d. Regional Registration Fee is $40.00 per team including Primary teams.
e. There is no State Finals Registration Fee.
f. Unpaid CCI Registration Fee:
i. Treasurer will advise Regional Director of any membership who has not paid CCI. Teams who have not paid CCI are not covered in the insurance policy issued to CU in MI by CCI and therefore may not be at the competition site.
ii. Arrangements can be made for memberships to provide payment or proof of payment to CCI at tournament registration.
g. Each year the Board shall approve a Coaches’ Code of Conduct that must be signed by every Michigan coach prior to his/her team competing in any tournament.
2. Regional and State Tournaments
a. Teams will provide a judge and volunteer for both Regional and State Finals.
b. The number of volunteers is determined by the Regional Director and Association Tournament Director respectively.
c. Packet Pick Up - only one coach may pick up the team packet
d. Long-Term Raw Score - only one coach, or the team captain in Div. 3, may receive the long-term raw score sheet from the Head Judge.
f. In order to comply with laws to protect student identity including The Family Educational Right to Privacy Act (FERPA), no tournament program shall include student names, addresses or demographical information of any type unless signed release of liability forms are obtained prior to printing.
h. Teams advancing to State Tournament - The number of places advancing in each problem and division is determined by the number of teams competing. Prior to each regional Tournament season the board will review the following criteria:
· 1 through 6 teams registered = 2 places advance (1st & 2nd)
· 7 through 12 teams registered = 3 places advance (1st, 2nd & 3rd)
· 13 through 18 teams registered = 4 places advance (1st, 2nd, 3rd & 4th)
· 19 through 24 teams registered = 5 places advance (1st, 2nd, 3rd, 4th & 5th)
i. If there is a tie both qualifying teams advance in that place. Long-term and Spontaneous Ranatra Fusca winners also advance whether it is a team award or an individual award.
j. Regional and State Team Registration, Judges’ Registration and Volunteer Registration are required to be submitted on-line through the www.odysseyofthemind.com or www.miodyssey.com websites..
k. Team Performance Video: Under no circumstances will a video of the team’s performance be viewed for judging purposes or to settle disputes by judges or tournament officials.
l. In order for a team to advance to the next level of competition it must score a minimum of 75-points raw score, before penalties, in its Long Term performance. If no team across the state scores 75 points in a given problem/division, the rule defers to the advancing team formula (5,j) and teams advance accordingly from each region. Exception - Div. I teams.
3. Due Dates
a. All due dates for fees and/or paperwork must be designated “postmarked by” for regular mail submissions and “no later than midnight” for electronic submissions. The registration deadline for all regional paperwork is January 10th of the performance year.
b. The cut-off dates for clarifications that will be honored at a Michigan tournament are:
· Midnight on the Friday before a Regional Tournament;
· Midnight on the Wednesday before a State Finals Tournament
